Economic Warfare in the 21st Century - Okinawa

YCAPS is delighted to announce next event in the Community Conversations seminar series in the Okinawa community! This event will be the first in a series, featuring Mr. Patrick Chovanec, Economic Advisor to Silvercrest Asset Management.

Sun Tzu said, "The supreme art of war is to subdue the enemy without fighting." One possible way to accomplish this is by undercutting an enemy's productive capacity and ability to command resources. Such strategies played an important role in both World War I and II. Yet the war in Ukraine has seen the in many ways unprecedented use of trade and financial sanctions to affect both political decisions and military capabilities on the battlefield. Many see these measures as a template for future conflicts, potentially involving China.

Mr. Chovanec will look at the policy toolkit that has emerged to wage economic warfare in the 21st Century, and evaluate both its effectiveness and the risk of unintended and self-defeating consequences.

Speaker:

Patrick Chovanec is an economic advisor to Silvercrest Asset Management in New York City. He has taught as an Associate Professor at Tsinghua University in Beijing, China, and as an Adjunct Professor at Columbia University's School of International and Public Affairs (SIPA). Patrick has spent much of his life living, working, and investing in China, since his first visit there (and to Japan) in 1986. While living in Beijing, he served as Chairman of the Public Policy Development Committee for the American Chamber of Commerce in China, and has advised DOD (Department of Defense), NSC (National Security Council), and DNI(Office of the Director of National Intelligence) on China-related policy. He holds a BA in Political Economy from Princeton University and an MBA from the University of Pennsylvania's Wharton School, and served as an officer in the U.S. Army Reserves.
