Maritime GENIE Cohort 2

YCAPS, in partnership with the East-West Center, is thrilled to announce the 2nd cohort of The Maritime GENIE (Governance Expanded Network for Innovation and Education). This exciting program aims to cultivate emerging leaders dedicated to advancing regional maritime governance. The Maritime GENIE connects participants with senior policy experts from across the Indo-Pacific who will mentor and guide them in developing innovative policy recommendations for their respective governments and other stakeholders.

Program Details:

From September 2024 to June 2025, 10 participants will engage in a series of tailored online professional development workshops designed to enhance their skills and foster innovation in the area of maritime governance. These online sessions will be complemented by an in-person 17-21 February 2025 workshop in Yokosuka, Japan. The program will provide accommodation and flights for the Yokosuka workshop, which will feature hands-on activities, site visits, and team-building exercises.

The Maritime GENIE program is geared to helping the participants develop their idea for a practical innovation into a concept packaged for delivery to senior decision makers. Each participant be required to publish a 1000-word essay on their proposal and short video pitch. Program mentors will be available to coach participants toward these acheivements.

The curriculum will be co-designed by the East-West Center which also funds the program through a RICE Partnership Program.

We are now accepting applications from early career leaders with unique ideas for improving maritime governance in the Indo-Pacific region.

We look forward to receiving applications and welcoming a new group of innovative leaders to the Maritime GENIE program! Whereas cohort 1 will have workshops in Sydney and Jakarta, cohort 2 will assemble in Yokosuka. Cohort 1 draws members from Southeast Asia and Australia. Cohort 2 is open to participants from across the Indo-Pacific.

Eligibility:

- At least 3 years of relevant experience in related fields.

- Demonstrated interest in maritime issues and are seeking advanced training in maritime governance.

- Available to participate in online workshops and in-person workshops in Yokosuka 18-20 February 2025. Participants will need to arrive in the Tokyo area not later than 17 February and leave no earlier than 21 February.

- Committed to remaining engaged with other participants via a long-term collaborative network.

- Indo-Pacific nationals and residents may apply for the program.

- Representatives of communities which are typically under-represented in maritime governance activities are particularly encouraged to apply.

FAQ:

- Question: Can you tell me more about the 1st Cohort of the Maritime GENIE? Answer: The 1st Cohort was began their development activities in June 2024. You can get to know the cohort here.

-Question: Will there be support for travel/accommodation for the in-person workshops? Answer: Yes, the program will fund travel to the workshops in Yokosuka.

-Question: I’d like to apply for the programme. but I cannot join the workshop because of scheduling conflicts. Can I apply? Answer: Please note this in your application. Priority will be given to those who can travel, but particularly qualified candidates may be invited to join the webinars only should there be space available.

-Question: Does the Maritime GENIE primarily cater to government officials or are professionals from other sectors welcome? Answer: The programme is open to professionals from all sectors who are interested in improving regional maritime governance.

-Question: How is maritime governance different from maritime security? Answer: As a general definition, “maritime governance” refers to the capacity to enforce the framework of laws, regulations, policies, and institutions generated both within the legal jurisdictions of states and the international community that seek to establish “good order at sea.” Maritime security is the desired condition that relates to that good order at sea.
